Jackson
The challenge of writing about news that most people have already
heard from other sources is at the very least an interesting
exercise. Beyond the show ring in Oklahoma City, most of the
attention was focused on issues to be addressed at the Board
of Directors meeting. Discussions and debate about the move
to Jackson, Mississippi for the 2008 National Show was easily
a chart-topper.
After a spirited membership meeting and after
what has to be called strenuous consideration of viewpoints
expressed by exhibitors, the board concluded that the planned
move should go ahead – with special committee oversight to address
specific concerns about safety, show facilities, lodging, general
security, convenience and costs, and to ensure compliance with
provisions of the site contract. Board members, many of whom
are also exhibitors/owners felt that ApHC’s contractual obligations
should be honored, but all agreed – and insisted – that due
diligence will continue to guide the planning process for Jackson.
Performance Permit
The Board of Directors approved implementation of the Performance
Permit, which will allow “N” registered Appaloosas which have
met all other “Permit” requirements to show and/or compete in
ApHC-sponsored, sanctioned and recognized events. “Permit horses”
will also be eligible to earn awards and medallions. The program
will go into effect January 1, 2007.
Monies generated by the Permit, after administrative
costs, will be held in a separate “color incentive fund.” This
fund is to be used to promote, encourage and reward the production,
use and excellence of the colored Appaloosa.
The Performance Permit will eliminate the Certified
Pedigree Option (CPO) program, clarify (rather than change)
ApHC’s registration rules and make it easier for Appaloosa owners
to enjoy the full range of breed activities.
To facilitate processing for an expected influx
of Performance Permit applications in January, owners are encouraged
to register and parentage-verify all applicant horses as soon
as possible. This will help reduce any backlog of laboratory
parentage analyses after the first of the year. Early attention
will be especially important if you plan to compete with your
non-characteristic Appaloosa in January, 2007. If you plan to
show your non-characteristic Appaloosa in 2006, you must still
complete the CPO process for that horse prior to showing.
Animal I.D.
The Board is developing a policy statement regarding some proposed
mandatory components of the National Animal Identification System.
In particular, directors will express concerns about premise
identification and the complexities of tracking animals every
time they are transported to and from a premise. In general,
the Board agrees that animal identification can be beneficial
to the equine industry, especially in cases disease outbreaks
and lost or stolen horses. But, directors do not support the
entire package of proposed regulations as currently written.
International Marketing
Several important issues relating to export procedures are being
addressed by the International Committee. The association is
focused on improving the levels of communication with and between
our international affiliates to aid in the marketing of Appaloosas.
It is imperative that ApHC assist U.S. owners involved in transported
semen sales, live animal exporting and other endeavors. We can
also do more to identify and simplify opportunities for our
affiliate members.
