As part of a plan that sets it apart from
other registries for colored horses, the Appaloosa Horse Club
is now issuing performance permits to non-characteristic,
or non-colored Appaloosas. These permits, which verify pedigrees
and establish a horse’s right to show in all ApHC-approved
events and to earn ApHC race awards, are part of the Performance
Permit Program (PPP), approved last year by the ApHC board
of directors and enacted by staff on January 1.
All non-characteristic Appaloosas are eligible, whether the
result of an Appaloosa-to-Appaloosa breeding or Appaloosa-to-approved-outcross
breeding. ApHC sanctions outcrossing to Quarter Horses, Thoroughbreds
and Arabians. PPP replaces the Certified Pedigree Option (CPO),
which since 2002 had been available only to foals with two
registered Appaloosa parents.
According to Shonda Nelson, ApHC registrar, 231 permits were
issued through May 31. Of the permits issued, 71 percent were
to horses with two Appaloosa parents. The remaining 29 percent
went to horses with an approved-outcross parent.
Permits have a one-time fee, and are good for a horse’s lifetime.
In 2007, the introductory year, fees range from $150 to $315,
depending on an owner’s ApHC membership status and the horse’s
parentage. Fees are highest for non-members and for horses
with an approved-outcross parent. The fee schedule is set
to increase on January 1, 2008, giving owners an incentive
to get their permit applications turned in prior to that date.
